UPDATE: Foster and possible adopter found who will keep these two precious pups together. They were so scared, but calmed down fairly quickly. If only they could let us know how they happened to end up in the forest along a busy road by themselves? Our volunteers seem to always be in the right place, at the right time, to make a difference!
